In my tests i have seen old mailbox being preserved a month or so after a license removal for an old users. But when i tried to create a fresh AD user synced it, assigned a license, sent a few emails to it, then removed the license, in that case mailbox disappeared very quickly and assigning a license again resulted in a fresh mailbox.. Yes this is a normal behavior. Even if the user has not any license assigned he still is an active user in the Office 365 Portal and can login with user and password. The difference is that a licensed user once logged in will see all the features that comes with the license as Mailbox, OneDrive, Calendar, Office application etc.To help anyone else that is having this issue, the solution that worked for me was to do the following.
